The Roadmap to Accelerate Digital Sovereignty in Spain was developed by the Council of Ministers and sets out the strategic orientation for the next phase of Spain’s digital transformation. The strategy systematizes ongoing initiatives and details future actions aimed at reducing critical technological dependencies on non-EU vendors, protecting digital public spaces, and safeguarding national data sovereignty.
Priorities for the Development of Digital Skills
The development of digital skills focuses on creating an inclusive, highly skilled, and technologically autonomous society. Key priorities are structured around four strategic pillars:

Universal Basic Digital Literacy: Ensuring all citizens can safely navigate digital environments, access public e-services, and protect themselves against cyber threats.

Advanced Upskilling and Reskilling: Equipping the labor market with high-level expertise in critical emerging technologies, including Artificial Intelligence, cloud computing, cybersecurity, and data analytics.

Equity and Diversity in ICT: Closing the persistent gender gap and promoting equal opportunities within STEM fields to build a diverse, resilient talent pipeline for specialist roles.

Modernization of Education Systems: Integrating computational thinking, media literacy, and ethical AI usage into national curricula, backed by flexible lifelong learning pathways and industry-aligned micro-credentials.

Digital Public Infrastructure

Critical Technologies and Innovation

Aligned directly with the European Union’s broader digital sovereignty agenda, the roadmap ensures the continuity of digital investments following the conclusion of the Recovery, Transformation and Resilience Plan (RTRP).
