ARTIFICIAL INTELLIGENCE IN EDUCATION POLICY DOCUMENT AND ACTION PLAN (2025–2029)

The “Artificial Intelligence in Education Policy Document and Action Plan (2025–2029)”, published by Turkey’s Ministry of National Education, represents the country’s National Artificial Intelligence Strategy and 12th Development Plan.

It is available in both English and Turkish and its objective is to share Turkey’s approach on AI in education sphere and promote good practices. It is structured in four main objectives, 15 policies, and 40 actions.

The plan focuses on using AI in an ethical, effective, and inclusive way across areas such as curriculum development, digital content creation, teacher training, and data analytics. It also has the objective to personalise learning by adapting teaching to each student’s needs, while keeping teachers central, by supporting their work.

Strong emphasis is placed on ethics and equity, ensuring data protection, transparency, and equal access to AI benefits for all students. Key priorities include building AI literacy, improving teaching materials and assessment systems, enhancing career guidance, and enabling data-driven school management.
