SUMMARY:Cybersecurity skills: a pressing human resources challenge
DESCRIPTION:The security of the European Union cannot be guaranteed without the EU’s most valuable resource: its people. The EU urgently needs professionals with the skills and competences to prevent\, detect\, deter\, and defend the EU against cyberattacks.In 2022\, the shortage of cybersecurity professionals in the EU ranged between 260\,000 and 500\,000\, while the EU’s cybersecurity workforce needs were estimated at 883\,000 professionals. In addition\, women only amounted to 20% of cybersecurity graduates and to 19% of information and communications technology specialists. \nAs part of the 2023 European Year of Skills\, the Commission adopted a Communication on a Cybersecurity Skills Academy (“the Cyber Skills Academy”) on 18 April 2023. The Cyber Skills Academy is a European policy initiative aiming to bring together existing initiatives on cyber skills and improve their coordination\, in view of closing the cybersecurity talent gap and boosting EU’s competitiveness\, growth and resilience.

DESCRIPTION:Every year\, EU Code Week celebrates and promotes the importance of digital literacy and coding skills among people of all ages and backgrounds. Anyone is welcome to organise or join an activity. Activities are ongoing throughout the year\, but two weeks are set aside that are specifically designated as Code Week – this year\, 7-22 October.  \nThanks to the Code Week community of volunteers around the world\, Code Week has proved a success and organised many activities that allow people of all ages and backgrounds to learn about coding and digital skills and connect with others who share their interests.  \nOngoing events and resourcesOne of the most exciting Code Week events is the Hackathon\, which takes place in several countries across Europe. The theme of this year’s Hackathon is ‘Code to problem-solve and give life to your dreams’. This is an excellent opportunity for people to showcase their coding skills\, work collaboratively with others\, and have fun in the process. Meetings with country ambassadors have started\, towards holding hackathons in the coming months.  \nAnother Code Week-related event is the Massive Open Online Course (MOOC) ‘Unlocking the Power of AI in Education’\, which runs from 13 March until 19 April. The Code Week MOOC provides pre-primary\, primary\, and secondary school teachers with practical ideas\, tools\, and resources to help them bring coding and computational thinking into the classroom and prepare students for the digital world.  \nA series of podcasts is a new Code Week addition. These will touch on a wide variety of topics\, including the metaverse\, cybersecurity\, and how to engage young people in coding. These are planned to start in April. They will be a valuable resource for anyone interested in coding and digital skills\, and will provide a platform for discussion and exchange of ideas.  \nGet involved in Code Week!Code Week 2023 itself will feature the grassroots activities that are organised to bring coding into classrooms and elsewhere. Anyone is welcome to organise or join an activity: pick a topic and a target audience and add your activity to the event map.  \nThe Code Week team has also prepared some materials to help organise Code Week activities\, and to promote the initiative among communities. For more information about the Code Week project\, Code Week 2023 and the related Hackathon\, MOOC\, podcasts and many other events that will bring people together to celebrate and learn about coding and digital skills\, visit the EU Code Week website. SUMMARY:Green-digital transformation: DIGITAL SME organises a series of workshops on sustainability for key industrial sectors
DESCRIPTION:In this crucial decade for taking action against climate change\, it is imperative that all sectors of the EU economy undergo a profound transformation to achieve the ambitious targets set by the EU Green Deal such as climate neutrality by 2050. ICT SMEs play a central role in Europe’s green and digital transformation by developing technologies fostering sustainability across sectors\, and strengthening Europe’s position as a source of constant innovation. Following this vision\, DIGITAL SME partnered with the European Commission to carry out the “Get Digital: Go Green & Be Resilient” initiative to showcase and facilitate the adoption of cutting-edge sustainable solutions. However\, the core challenge to fast-track the twin transition lies in the identification of the most impactful sustainable technologies. This will allow to support stakeholders in successfully adopting and integrating them into operations and business processes. \nTo help overcome this issue\, DIGITAL SME\, as part of the European Green Digital Coalition (EGDC) Secretariat\, is co-organising a series of six workshops targeting key EU sectors\, namely smart cities\, transport\, energy/power\, manufacturing\, construction/buildings\, and agriculture. \nThese workshops bring together developers/providers and buyers/users of digital solutions\, as well as representatives from sustainable finance\, sectorial experts\, and policymakers. They are fostering discussions on how to promote the adoption\, deployment\, and effective use of digital solutions for greenhouse gas emissions’ reduction. The gathered inputs will feed into the Deployment Guidelines of the EGDC Pilot Project\, which will complement the EGDC science-based methodology to calculate the net climate impact of real-life digital solutions across sectors. The guidelines will provide tailored recommendations for different stakeholders within each sector by offering comprehensive guidance on how to: \nMaximise carbon\, resource\, and energy savings through the implementation of digital solutionsMinimise the emissions and potential negative impacts on the climate associated with these solutions.Establish metrics and tracking mechanisms to understand the impact of solutionsConsider other sustainability impacts\, such as health or social implications\, associated with the use of solutionsUltimately\, these guidelines will facilitate the green digital transformation of key sectors\, benefiting the environment\, society\, and the economy as a whole. To this extent\, the pivotal role of ICT SMEs for industrial ecosystems is unequivocal\, given their crucial contribution in addressing impending 21st century challenges (i.e. climate change\, energy crisis and supply chain resilience). \nThe first two workshops were held in April and May\, dedicated to the construction/buildings and the transport sector. \nRegistration is now open for the upcoming workshops focusing on the Agriculture (13 June)\, on the Energy/Power sector (28 June) and Smart Cities (12 July). \nRegister today!

Also the quality of the applications has been exceptional: so much that it was a tough task to select only 5 per category – and this is the reason why\, in some categories\, you will find more than 5 projects. \nThe pre-selection of the finalist applications was carried out by the Digital Skills and Jobs Platform team\, while the 5 jury members of this year’s edition picked the winners. Veronica Stefan\, Stefano Kluzer\, Alice Bougneres\, Keith Quille and Juliane von Reppert-Bismarck had the difficult task of evaluating the finalist applications and choose the best projects in digital skills in Europe for 2023 What is certain is that the picture that came out of this year’s edition of the Awards is that the EU is a lively and busy place when it comes to digital skills! \nFrom teaching basic digital competences to those most in need\, from the elderly population to refugees\, to the crucial topic of digital upskilling in all professional sectors\, including advanced technologies such as AI\, Blockchain\, Cybersecurity and much more\, the 330 projects that sent their candidature for the EDSA2023 are all together doing their best – and successfully – to help Europeans get in “digital shape”.

EU Code Week provides an opportunity to learn a digital skill that is essential on the job market”. – Günther H.Oettinger\, Commissioner responsible for Digital Economy and Society In 2015\, 46 countries took part in EU Code Week – all EU member states plus Iceland\, Norway\, Switzerland\, Albania\, Former Yugoslav Republic of Macedonia\, Serbia and Turkey. Events took place in Australia\, Belarus\, Bosnia and Herzegovina\, China\, South Korea\, Moldova\, Morocco\, Taiwan\, Tunisia\, Ukraine and the United States. There were 83 code week Ambassadors\, 7600 coding events with a reach of over 570\,000 people from all the 46 countries. DESCRIPTION:The Malta Robotics Olympiad (MRO) is the largest robotics and technology event in Malta. In 2018 we will be celebrating the 7th edition of this annual event which is organised by the Ministry for Education and Employment under the Management of the MRO Committee made up from: James Catania (chairman)\, Keith Galea\, Keith Aquilina\, Josmar Borg \, Karen Micallef\, & Eric Montfort. A non-profit event\, which has grown organically every year\, and 2018 will see the continuation of this fantastic\,high-standard event that took place at MFCC Ta’ Qali in 2017. The main objectives of this event are to bring the students and public closer to technology in education\, to experience investments in a hands-on manner and display the best the island has to offer in technology and robotics as well as being a STEM popularisation event at its core. This event is only possible with the financial support of our sponsors. Without you\, this event would not be possible and we thank you from beforehand for taking theme to consider the MRO as part of your organisations’ mark marketing & CSR plan. \nMRO 18 IN A NUTSHELL\nWhilst MRO17 was a huge success with an unprecedented 13\,000 visitors \, however\, there is always room for improvement. Following feedback from visitors and exhibitors\, the MRO will be spread over 3 days from Friday till Sunday. This year the MRO will be kept more concise and oﬀer more targeted events\, the MRO SUMO CHALLENGE which is the largest robotics competition in Malta will still take centre stage. However the addition of the DIYBOTS national competition as well as the primary robotics challenges will bring a much needed hands-on robotics approach to competing in the MRO. For the ﬁrst time\, the exhibitors will be allowed to sell during the event. This is only being allowed since most of the exhibitors at the MRO are too small to have a store-front hence we wouldn’t like to take the opportunity away from them to make full use of the MRO under very strict conditions. DESCRIPTION:eSkills Malta Foundation in collaboration with the Ministry for Education and Employment organised a half-day event on Digital education in schools on Friday 15th March at the MITA Data Centre\, Santa Venera. Everyone now accepts that people from all walks of life will increasingly need digital skills and knowledge. This is because digital technology will be used not only by children or employees at the workplace\, but practically everybody\, including women at home. Digital technology will be used by people at every level of an organisation or society to increase their quality of life\, by students to get better education and by teachers to transmit more effective lessons. Individuals who are not digital savvy will suffer in one way or another; they may even become outdated and lose their job. To thrive in the workplace of the future\, people will need to have the right digital education. Whether at school\, at university or on the job\, the digital transformation that is under way is making IT skills more important every day. It is therefore crucial that students receive the right education. All governments and educational institutions around the world are transforming education and learning by way of content\, the way it is delivered and the tools being used both by students and teachers. In Malta\, the Ministry of Education started this journey some time ago\, but outside educational circles\, and sometimes also within it\, few people and organisations know what digital education is being given to students at primary and secondary level. Their educational path is a very important one as these formative years will transform students up to adult life. DESCRIPTION:ICT skills are amongst the most essential skills for new jobs\, digitally enabled industries outperform their traditional competitors; by 2020 90% of all jobs will be expected to require some form of digital skills. Encouraging the younger generation to realise that the right digital skills are amongst the most important core skills for employability is a crucial step in addressing the broad challenge of additional skilled resources for 21st century jobs. As an integral part of the broad consultation process on the Framework for an Education Strategy for Malta\, the eSkills Malta Foundation organised a stakeholder consultation meeting on Tuesday 29th April 2014. Participants had the opportunity to contribute to the National 2014-2024 Education Strategy for Malta and in the work of the eSkills Foundation in fostering the professional ICT skills for the Digital Economy. SUMMARY:Cybersecurity Event 2018
DESCRIPTION:Cybersecurity has become one of the prominent subjects of this technology era\, and this is bound to become more important as we increase our activities in the areas of AI\, machine learning\, the blockchain and DLT\, Internet of Things (IoT)\, Quantum Computing and other prominent technologies.  It is therefore essential that we give Cybersecurity the importance it deserves.  It affects everyone\, from techies right down to the citizen. The eSkills Malta Foundation\, in collaboration with various stakeholders\, will be organising an event on Cybersecurity. The Event is based on two half days.  The first day will feature talks by prominent personalities in the area including Dr Mark Joseph Vella from the University of Malta\, Mr Keith Cutajar from PwC Malta\, Mr Glenn Camilleri from MITA\, and Mr Rodrigo Marcos from SECFORCE and OWASP.  The second day will include practical Case Studies from the Industry on malware reverse engineering and sophisticated hacking.   \nAbstracts & Biographies\nA Memory-Wise Response to Cyberattacks Cybersecurity threats are nowadays affecting various aspects of critical business processes and personal privacy/safety alike. The increasing trend in having everything connected to the Internet from business information systems to home appliances and industrial control systems; from personal cloud storage to bank accounts and government data; is straining preventive security mechanisms. The setting up of various Security Operations Centres (SOCs) is a direct result of this situation. In turn\, SOC staff must work closely with Computer Security Incident Response Teams (CSIRTs) to ensure security issues are addressed quickly upon discovery. Ongoing scientific research at the University of Malta – the CyberForensics project – leverages the core idea that in-memory artefacts cannot be avoided by cyber attacks. This approach promises more effective digital investigation tools for incident responders during evidence collection/analysis\, as well as recovery stages. It has so far been explored within the contexts of intrusion detection; cloud and mobile device digital investigation; malware and vulnerability analysis; and adaptive access control for Bring-Your-Own-Device deployments. So far all research has been mainly the undertaking of undergraduate and postgraduate students\, under the supervision of academics at the faculty of ICT. The main findings have been presented internationally at peer-reviewed conferences. At this stage we strongly believe that industry/government collaboration can be of mutual benefit\, leading to joint grant applications and gaining access to the experience brought in by practitioners and career researchers alike.  \nDr. Mark Vella is an information security lecturer and researcher\, and currently holds the position of Senior Lecturer at the University of Malta. After spending many years participating and leading the development of enterprise application and integration projects\, he moved back to academia. Motivated by the complexities and limitations of access control mechanisms\, he pursued a research doctorate in the area of computer systems security at the University of Strathclyde (UK). His initial research on developing intrusion detection techniques inspired by the workings of the human immune system has today found a home and immediate application within the context of using memory forensics for incident response. At university\, he lectures and advises undergraduate and postgraduate students on cryptography and security-related topics\, as well as more generic computer systems ones. Research findings emerging from his efforts\, along with those of his students\, have been presented internationally at peer-reviewed conferences. Malware Analysis – The return of investment behind reverse engineering Malware is considered one of the leading cyber threats by leading industry experts. We hear about spyware\, ransomware\, Trojan-worm attacks on a daily basis\, with the nature and flavour of the attacks constantly improving and differentiating themselves. But what are cyber-security professionals doing in this regard? By having up-to-date anti-malware protection\, users trained\, internal documentation in place and regular security testing undertaken\, will that prevent you from being a malware victim in the future? Digital Forensics technology evolutions\, in relation to malware reverse engineering\, has provided us with a number of toolkits and knowledge in how to disassemble malware so as to understand its characteristics\, understand the techniques used and gather information pertaining to its creator. IT professionals use such findings to block malicious command-and-control centres as well as to contain propagation. This session will take the attendees through a typical case-scenario of a malware attack and will highlight techniques used and value the findings of such an exercise.  \n \nKeith is a Cyber-Security specialist\, focusing in the fields of Cybercrime\, Digital Forensics and Cyber-Terrorism. He has worked on a variety of IT projects over the years\, while employed\, and as a consultant in his personal capacity. He is currently a Manager in the Advisory Line of Service at PwC in Malta focused on developing and aligning cybersecurity services to help clients keep pace with the challenges and new realities that the connected\, mobile world brings with it. Keith has read for a BSc (Hons) in IT at the University of Malta and an MSc in Information Security at the Royal Holloway College(University of London)\, with the dissertation obtaining a distinction grade. He is also a registered Court Expert at the Courts of Law in Malta\, having worked on some of the major national white-collar\, cybercrime\, cyber-terrorism and also organized crime investigations. \nIntroduction to Post Quantum Cryptography\nUntil lately\, quantum computing was often seen as a capability that might arise in the distant future\, or that it belongs to science fiction. The concepts have baffled scientists for decades and are quite difficult to reconcile. However\, several experiments and observations have supported the quantum theory and its fundamental principles. Quantum computing has become a reality\, with major innovations. The presentation we will go through an introduction to quantum computing\, it’s a threat to current cryptographic algorithms and how to mitigate them.  \nGlenn is an Information Security Consultant at the Malta Information Technology Agency\, where currently is involved in the implementation of several security tools to strengthen MITA security posture and also providing consultancy from a security perspective. Glenn has worked for more than a decade in the private sector mainly in the telecommunications industry specializing in the information technology and telecommunication field. Glenn has read an MSc in Information technology and Management at Sheffield Hallam University. \n \nTaking Security\, a step further: Red Team Operations\nSecurity assurance is traditionally seen as performing penetration testing assessments. In recent years\, due to the sophistication of attacks and the evolution of the security threat landscape\, it has been shown that the traditional penetration testing would not provide the level of resilience that mature organisations require. Red Team operations recreate the scenario of a sophisticated hacking group targeting an organisation. In summary: hacking like in the movies!  Rodrigo caught the hacking bug when he was 14 years old after he hacked into his dad’s computer. After discovering his passion for white-hat hacking he started his career in the offensive security industry\, eventually founding SECFORCE where he is currently CEO. SECFORCE provides IT security and penetration testing services to some of the biggest brands and government organisations in the world. During his career\, Rodrigo has seen an increasing demand for security services from companies which seek to safeguard their IT assets against Internet-borne attacks. With a wide knowledge of the offensive security arena and with a vast experience in online services\, Rodrigo has an unparalleled understanding of current and future cyber-threats. DESCRIPTION:Europe Code Week is a grassroots initiative which aims to bring coding and digital literacy to everybody in a fun and engaging way. The eSkills Malta Foundation is once again coordinating the EU Code Week initiatives. This year Code Week will be held between the 6th and 21st October 2018. We believe that robust software development cannot do without the proper software testing\, and its corresponding methods\, skills\, and engineering. It is also encouraging to note that nowadays many companies include in their organisation the position of software testers. But are we doing enough? We have great speakers on this subject: Dr Mark Micallef and Dr Chris Porter will present the theme “Help! I’m only human! Understanding and supporting the human tester” Software is an intensely human activity. Regardless of the amount of automation and technology we throw at testing\, the human tester remains the most valuable part of the process. Yet in a world where domains are increasingly complex\, technologies increasingly vary and constant change is the order of the day\, the human tester remains unchanged. That is to say that human beings have not developed the ability to store more memory\, handle more context switches or process more information than they did hundreds of years ago. During this talk\, we will discuss the impact of information anxiety on software testers and discuss how research at the University of Malta is helping the profession address this problem. Ms Angelina Samaroo will present the themes “Hand code a website in an hour” and “Test Your Test Knowledge” Tester Power – as the world moves ever closer to ‘automate all’\, testers risk being left behind. SUMMARY:European e-Competence Framework Seminar
DESCRIPTION:Context While the skills and technologies related to ICT have changed considerably in the past forty years\, the profession itself has not kept up and matured in parallel\, and ICT professionals have been occupied with technological advancements. Many of the concerns expressed in the past relating to low levels of professionalism still prevail today. Given the role of ICT as an enabler of business\, this has important implications for a country’s economy. Furthermore\, the increasingly pervasive nature of computing means that society at large is at greater risk from low levels of professionalism. The risks posed to the society\, economy\, and the ICT community itself\, dictate that steps be taken to mature the profession. Indeed\, we are living in a paradoxical situation where despite the vast amounts of ICT education available\, companies are having great difficulties in finding the qualified ICT professionals they need. What is the European e-Competence Framework and what is its importance for Maltese Companies and Education providers? On 6 April 2016\, the European e-Competence Framework (e-CF) became a European Standard. The e-CF gives organisations\, businesses\, and ICT practitioners in Europe a common language to describe the competences required in the ICT Industry. It also gives a strong indication to ICT education of the competences and roles that their students can aspire to.  ​To build any profession it is essential to understand the core areas of expertise required by different roles. Organisations may then be able to recruit and develop suitable employees\, and maintain appropriate levels of competences through continuous professional development. The e-CF was developed to provide a reference of competences that apply to the ICT workplace. It describes the skills and knowledge requirements of ICT professionals. It is designed to meet the needs of both public and private organisations\, and give clear definitions to support decision-making with regards to the selection and recruitment of candidates\, as well as the training and assessment of ICT professionals. The e-CF framework is a standard that can be adapted to a company’s needs. It is a framework that guides ICT companies to manage the ICT competency and proficiency levels of their staff in a professional way. From an Education perspective\, formal education and ICT certifications providers need to make reference to ICT frameworks\, and especially the e-CF\, which is widely supported by the EU. The eSkills Malta Foundation\, in collaboration with IT Professionalism Europe (IPE) is organising a half-day event on the 28th July 2016 to present the European e-Competence Framework\, and its importance for Maltese industry and education providers. Mr Frederic Aerden from IPE will present the e-CF. Attendants will have the opportunity to discuss the framework and air their views. The eSkills Malta Foundation is a coalition of various Maltese representatives from Government\, industry and education with mandates of advising Government and stakeholders on matters related to eSkills policy\, the expansion of ICT educational programmes and related formative initiatives\, contributing to the ICT professionalism\, instigate further reform in the ICT education\, contribute to capacity-building in the ICT education community and promote local ICT skills. IPE is a network of organisations with an interest in IT professionalism in general\, and the e-CF in particular. IPE provides its members with insights on the benefits and challenges that various tools\, such as the e-CF\, can provide in managing IT staff. It also highlights the need to implement pragmatic solutions for the advancement of IT professionalism\, in order to drive its development in a responsible manner. IPE gathers all those who are involved in and care about managing IT professionals\, such as employers\, certification providers\, and educational bodies. The objective is to further stimulate the professionalization of IT in Europe\, as well as to facilitate the development of business opportunities for members of the network.
